| FAME is a quasi-state agency, whose mission is to provide sources of financing for business and education. FAME’s Business Division administers over 25 business loan programs of which many can be utilized in the revitalization of downtowns. A few examples are listed below:
· Small Business Loan Insurance program provides financing via Banks. FAME partners with the Bank, providing a guaranty on what otherwise might be considered an “un-bankable project”.
· Kim Wallace Adaptive Equipment Loan Program provides financing to facilitate compliance with the Americans with Disabilities Act (ADA).
· REDRLP is accessed through various economic agencies throughout the State. These funds are utilized with other leveraged matches. These funds can be used for a multitude of purposes.
· Occupational Safety Loan Program provides low interest loans to facilitate workplace safety improvements.
· Waste Reduction and Recycling Loan Program provides financing for projects that meet State Waste Management and Recycling Plan goals. Interest rate contingent on amount of other leveraged financing.
In addition, the Finance Authority of Maine and Maine State Housing Authority have agreed to collaborate efforts to facilitate mixed-use commercial/residential development in urban areas.

| (DECD), State agency that oversees business development, community development, and tourism. The Office of Community Development (OCD) administers the state’s Community Development Block Grant Program (CDBG). OCD distributes federal CDBG funds to municipalities annually for local community and economic development objectives. All municipalities in Maine are eligible for the CDBG program, with the exception of Auburn, Bangor, Lewiston, and Portland, which receive direct funding for these activities through the Department of Housing & Urban Development. Park development can be funded through one of two CDBG programs; the Public Infrastructure Grant Program and the Downtown Revitalization Program. | (DEP), State environmental agency. DEP provides technical assistance and grants to communities for environmental planning, conservation, and remediation. These services are delivered through one of DEP’s three divisions; Bureau of Land & Water Quality, Bureau of Air Quality, and the Bureau of Remediation and Waste Management. DEP also administers federal Brownfield redevelopment initiatives and pilot programs funded through the Environmental Protection Agency.
